The Constitution of the Inter-City Dart League
(Amended August 11/06)


This League shall be known as the INTER-CITY DART LEAGUE, herein after referred to as the League.

1. AIMS AND OBJECTS:
    The aims, objects, principal purposes and policies of the League shall be as follows:
    a)   Non political and non-sectarian - The League shall be democratic, non-sectarian and shall not be affiliated or connected directly or indirectly with any political party or partisan organization.
    b)   Loyalty - The League shall stand for loyalty to the reigning sovereign, Canada and the Commonwealth of Nations for maintenance of the founding principals of the Commonwealth constitution, for the development of a National spirit and for ordered government in Canada.
    c)   Friendship and mutual assistance - The League shall foster among those participating in its activities, a spirit of fellowship and mutual assistance. The League shall endeavor to promote and foster interest in the game of darts. In addition, give assistance to other organizations wishing to play darts.
    d)   The League shall provide suitable trophies and prizes to honor those sections and individuals as designated.
    e)   Co-operation - The League shall co-operate with all leagues and associations with similar aims and objects.
    f)   The League shall engage in such other lawful activities as are incidental or conducive to the attainment of the objectives above.
2. MEMBERSHIP
    a)   ACTIVE MEMBER: Any person of good character shall be eligible for active membership to play for a club which has an entry in good standing in the League. Each member shall be issued a registration card to be signed by the general secretary and the president.
    b)   LIFE MEMBER: A member may be admitted to life membership on the recommendation of the executive board and approval by vote of the general body.
3. APPLICATION FOR MEMBERSHIP
    a)   Application for membership or reinstatement of teams shall be made in writing and shall be signed by the sponsors of the team, who must give in detail the particulars required therein. The team application shall be accompanied by the registration fee left with, or sent to the secretary by the executive board.
4. REJECTED APPLICATIONS AND SUSPENDED MEMBERS
    a)   A Team whose application has been rejected or a member who has been expelled or suspended shall not be eligible for reinstatement without approval of the executive.
5. EXPULSION OR SUSPENSION OF A TEAM OR MEMBER FOR CAUSE
    a)   Any team or member may be expelled from the League who willfully violates any of the provisions of this Constitution and by-laws and any amendments thereto, or for disloyal utterances or acts, or for disorderly conduct at any meeting or other function of the League, or maliciously making false accusations against any team or member or for conduct unbecoming a team or member which in any way may cause the League to be in disrepute.
    b)   A charge against a team or member must be made in writing and signed by the plaintiff and forwarded to the secretary of the League.
    c)   On receipt of the complaint, the president shall investigate and may suspend such team or member and shall appoint a trial committee of not less than three members to try the charge, provided that the accused shall have the right to two peremptory challenges to members of the trial committee.
    d)   The trial committee shall take all necessary steps to ensure a fair trial. The expulsion or suspension of a team or member may be confirmed only on a two-thirds vote of the executive board. The accused shall be given a summary of the evidence.
    e)   The conviction of any team or member by a court of competent criminal jurisdiction for any offense committed at any League function may be accepted by the League as conclusive evidence without the need of a trial by the trial committee.
6. FREEDOM FROM CLAIM
    a)   A team or member who has resigned or was expelled or suspended from membership in the League, shall have no claims against the League or any of it's officers.
7. OFFICERS
    a)   The Officers of the League shall be as follows: President, Treasurer, General Secretary, Vice President, Recording Secretary and Welfare Chairperson.
8. DUTIES
    a)   The President shall exercise careful control over all affairs of the League and ensure that the policy and regulations laid down in this Constitution are carried out. He shall supervise the business of the League and shall be ex-officio a member of all committees. He shall sign all membership cards together with the Secretary. He shall be one of the signatories of all cheques issued on behalf of the League. He shall have the deciding vote when there is an equal division on any question at all general meetings or executive meetings. Should any member of the executive be unable to discharge their duties as herein set forth, he may appoint any competent member of the League to act in their place temporarily and while so acting, such member shall have all the powers and duties vested in that office.
    b)   The Treasurer shall have charge of and be responsible for all finances of the League. He shall keep an accurate record of all receipts and disbursements and of all funds received from any source and of the securities and property of the League. He shall maintain two bank accounts, a general account and a welfare account. All entry fees and dues are to be deposited in the general account and all funds raised through other activities are to be deposited in the welfare account. He shall not withdraw any money from the bank nor make any disbursements of any nature except when authorized by the executive. He shall submit a financial statement at every delegates, executive or general meeting. He may be bonded on an amount as may be determined by the executive board. In absence of the above officers he shall take the chair.
    c)   The Vice President shall work to assist the President in promoting the League. He shall promote the playing of darts within the League and shall endeavour to promote that games be played in all sportsmanship like fashion in keeping with proper dart etiquette. He shall assist the President in any way that is required.
    d)   The General Secretary shall keep records of all League and play-off matches as well as an individual record of all the players. He shall furnish each team captain monthly with a summary of the League standings showing total games played, points won and the names of the players holding high scores, etc at the respective date. He shall be the custodian of the records of the League and shall conduct the correspondence of the League. He shall perform such other duties as may pertain to his office or may be prescribed by the President.
    e)   The Recording secretary shall keep minutes of all general, executive and delegates meetings. He shall be responsible for the proper disposition of the minutes arising from all meetings. He shall give assistance to the General Secretary as and when required.
    f)   The Sick and Welfare chairman shall be responsible for the administration of the welfare fund, visits to sick members, organization of suitable assistance at funerals of members, floral tributes,etc. He should consider the case of any sick or needy member when reported. The welfare fund shall not exceed $500.00 and any money in excess of this amount shall be transferred to the general account before a newly elected executive takes the office. The amount of assistance to be provided to any member is to be at the discretion of the executive.
9. NOMINATIONS AND ELECTION OF OFFICERS
    Nominations and elections of officers shall be held every two years on a date to be set by the executive. All members who wish to run for office and are unable to attend the nomination meeting may submit a letter to the General Secretary, stating that if they are nominated they will stand for election. Anyone wishing to run for office must meet the following:
    a)   President: must have at least two years active membership and one year on the executive board.
    b)   General Secretary: must have the same qualifications as the President.
    c)   Treasurer: must have the same qualifications as the President.
    d)   Candidates for any other office must have at least two years of consecutive membership in the League.
10. ELIGIBILITY FOR VOTING
    Active members in good standing shall be eligible to vote at all general meetings and elections.
11. REMOVAL FROM OFFICE FOR CAUSE
    Absence from three (3) general meetings, executive meetings, representative or committee meetings on the part of any member of the executive board without a satisfactory reason being given for such absence, shall result in a resolution and notification that his tenure of office has ceased and his position will be filled by an election or appointment by the President.
12. EXECUTIVE BOARD AND EXECUTIVE COUNCIL
    a)   The executive board shall consist of the League President, General Secretary, Vice President, Treasurer, Recording Secretary and Welfare chairperson.
    b)   The executive council shall consist of the executive board together with one registered player from each team in the League.
    c)   DUTIES OF THE EXECUTIVE BOARD: to handle all general business of the League and to draft policy and any changes in the rules of play or regulations for submission to the executive council, thence to the general meeting if necessary. They shall meet monthly or at any time if summoned by the President.
    d)   DUTIES OF THE EXECUTIVE COUNCIL: a meeting of the executive board and the executive council shall be held monthly as notified by the General Secretary on the instructions of the President. A special meeting of the executive council may be called by ten (10) or more team captains. Notice of such meetings must be in the hands of the General Secretary in writing, ten days before the date of such meeting. No member of the executive board shall sit as a member of the board and vote as a team delegate. Such member must take his place on the floor before the meeting is called to order and remain their to vote as a delegate.
13. QUORUM
    Four or more members shall constitute a quorum for the executive board meetings. Two thirds or more shall constitute a quorum for executive council meetings.
14. FEES AND DUES
    Fees and dues shall be set by the executive board prior to the commencement of each playing season.
15. BANQUET
    A banquet and dance shall be held at the end of each playing season for all registered players, their spouses and friends and any other persons authorized by the executive board.
16. HONORARIUMS
    Honorariums will be paid to members of the executive board commensurate with their duties. Such honorariums are to be set prior to the start of each playing season.
17. GENDER
    Where ever reference is made to the masculine gender throughout the Constitution or the Rule of Play, it shall apply equally to the feminine gender.
